Subject:	Solar Straw Proposal Comments

Greetings Team,

The first comment/question I had is regarding the declining blocks and subsequent ending of the 
program.  Is the DOER vested in achieving the RPS goals?  Does the capacity prescribed by this 
program actually meet the MA RPS goals of 2020 and beyond?  If not, why?  Is the DOER 
planning on replacing this program with another one in the near future in order to achieve the 
RPS goals?  

What is the motivation of the DOER to having an 'end' to the program?  

Suggestion:  Since the DOER has the authority to modify the tariff rates, why not instead have a 
program that continues indefinitely at the lowest future tariff rate (the last future proposed block 
be extended and adjusted based on market conditions) so that the solar industry and MA 
inhabitants can see that the DOER is making a commitment to a 100% renewable energy policy, 
even if the tariff gets turned down to 0?
